PACE summer session is over. The deputies of the Parliamentary Assembly at last appointed the rapporteur on Karabakh. Leader of the PACE Socialist faction, British delegation head Tarry Davis took the office. The appointment of the rapporteur was held without excesses, in contrast to the hearings of the report on the situation with refugees and the consequences of the speech of the rapporteur on Azerbaijan. Being not satisfied with the content of the report and the speech, official Baku envoys stirred up an unprecedented scandal. It came to the Azeri delegation complaining to PACE President Peter Schieder about the rapporteur on Azerbaijan, member of temporary commission on the question of political prisoners in Azerbaijan Swiss deputy Andreas Gross, which was accused of Azerbaijanophobia. The situation was unprecedented. For the first time in the history of the Council of Europe not the rapporteur brought accusations against the country, which had not met its obligations, just the opposite – the country, which had failed to carry out its commitments, accused the rapporteur.
