Opening of IT Development Center is a serious move to improve the field in Arstakh

PanARMENIAN.Net - IT Development Center opened in the Artsakh Republic with the assistance of Ministry of Culture and Youth Affairs and NKR Investment Foundation on May 12, 2010. Head of the Center Vladimir Grigoryan commented to PanARMENIAN.Net on the prospects of IT development in the republic.
What are the goals of the Center?
The project is implemented as a part program carried out by state agencies responsible for youth policy in NKR. Its goal is provision of informal education with assistance of foreign specialists. The curriculum will include lectures on IT and its development trends, information wars and security. The project envisages activity in social networks and creation of non-governmental youth information portal.

Were there any technology traditions in Artsakh during the soviet era?
We have always been proud to see Artsakh as the forge of Armenian elite. Almost half of the teaching staff of Armenian educational institutions and research institutes come from our republic. However, the situation in Artsakh is more complicated: there is lack of professional staff almost everywhere, although 4 universities function in Stepanakert. The problem is being discussed at the highest level but without considerable results. Unfortunately, the best experience of the soviet system has been lost while the new system has not been adapted yet.

Which are the prospects of IT development in Artsakh?
The prospects are created by the society. For many years, the field has been viewed as not actual. Although, it was included in the list of strategic goals by the government, the plans remained on paper. Opening of our center is a serious move to improve the field.

Are there possibilities to train specialists in Arstakh?
We try to establish contacts with foreign countries. There are agreements with a number of organizations in Armenia. We will launch student exchange problems and hold workshops on pressing problems, including the Karabakh-Azerbaijani conflict. We have recently hosted political analyst Alexander Manasyan. There is also an agreement with Artak Zakaryan, who will hold a seminar in the Center.

What is new in cellular and fixed-telephony as well as internet fields?
According to the statistical data provided by Karabakh Telecom, there are 24 000 fixed-telephony subscribers, 60 000 cellular subscribers and over 1000 internet subscribers in the republic.

Which are the tasks the Center will fulfill in a one-year outlook?
It’s not a secret that the Azeri propaganda machine tries its best to present Artsakh as an uncontrollable territory, where chaos reigns. We intend to foil their plans through organization of numerous events. Any information from Artsakh will destroy these lies step by step.

This year the Center will organize an informal BarCamp conference. Which are the goals?
Development of blogosphere as a source of unofficial information about Artsakh, its everyday life, problems and prospects, establishment of contacts…

How many people are expected to participate and where will they come from?
As of today, over 140 people are planning to arrive from Armenia. Bloggers from Georgia and other countries may arrive as well.
