AZERBAIJAN GUILTY OF BREAKING UN RESOLUTIONS ON KARABAKH SETTLEMENT, V. KAZIMIROV

PanARMENIAN.Net - There exist 4 UN resolutions (822, 853, 874 è 884) on the Karabakh conflict. All of them were adopted in the heat of the Karabakh war during the period of April 30- November 12, 1993. Azerbaijan as a matter of fact brings the demands of the resolutions to the liberation of the seized territories. An adequate interpretation of the UN Security Council is impossible without taking into consideration the fact that the principal demand of the resolutions was to cease fire and any kind of hostilities. This demand runs all through the 4 resolutions.

It is time to clarify, which party has broken this fundamental principle and should account for the bugs, which could initiate the failure of all the other claims, V. Kazimirov considers. "It is Azerbaijan, who bears the palm", the article notes.

Even losing control over its territories the Azeri leadership was persistent in attempts to solve the conflict by force as if not noticing the responsibility for the beginning and expansion of occupation. Baku states that all the resolution claim for unconditional withdrawal of the Armenian forces, Kazimirov continues, but it is not so. Who could count on the withdrawal of troops without putting an end to battles. And who did not want to stop them?

Thus, categorical demands to free the seized territories can hardly be realistic without consideration of other problems and obligations.

Azerbaijan was persistent in ignoring the UN Security Council resolution on the principal issue - the cease of fire and hostilities that could negatively influence upon the fulfillment of other commitments. Nowadays it pursues the same line. It does not wish to restore economic, transport and energy ties in the region, does not contact immediately with Nagorno Karabakh, neither does it contribute to the summon of the Minsk conference.
