Tusk said Wednesday, November 25, that the downing of a Russian warplane by Turkey on Tuesday "underlines the difficult situation in Syria where there are different actors with different interests conducting different operations with different aims." He said there is only one way to avoid such incidents in the future and that is to concentrate all resources on the fight against the Islamic State group.
