Kocharyan noted that martial law will sooner or later be lifted in the country and recommended that opposition lawmakers first consult the Defense Ministry on the matter. "Today we do not have a Chief of Army General Staff, although Lieutenant General Stepan Galstyan will perform the duties for at least 5 more days. But there is a Defense Minister after all, whose opinion should be asked," Kocharyan said. The opposition Prosperous Armenia party earlier submitted a project to abolish martial law in the country.
