New constitution draft due by March, says minister![]() November 28, 2025 - 11:41 AMT PanARMENIAN.Net - During a meeting of the Constitutional Reforms Council, Justice Minister Srbuhi Galyan announced that a draft of Armenia’s new Constitution should be ready by March. “I want to reiterate the commitment undertaken by the Ministry of Justice,” said Galyan. “This pertains to drafting the text and adhering to the timeline. Specifically, the commitment entails completing the new constitutional text by March.” The Council also discussed legal provisions related to the Prosecutor’s Office and investigative bodies. Previously, Prime Minister Nikol Pashinyan, while outlining the principles of the “Real Armenia” doctrine, emphasized the importance of adopting a new Constitution through a nationwide referendum. He noted that past referendums suffer from a significant legitimacy deficit in the public perception. According to Pashinyan, the core aim of the new Constitution is to break away from a “stateless nation’s residual behavior” and to establish the conduct of a “state-building people,” grounded in constitutional harmony and democratic participation. Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
