
Armenia’s Ministry of High-Tech Industry has introduced a draft bill proposing mandatory labeling of content created using artificial intelligence, including deepfake materials, Factor.am reported.
Under the proposal, audiovisual media service providers would be required to ensure that such content contains a clear, audible or visible and readable label, such as “Generated by AI” or “Created by AI.”
The labeling requirement would vary depending on the type of content.
For audiovisual broadcasts, the label must appear throughout the entire video and also be included in the description field.
For audio programs or other voice-based content, the notice must be included twice — at the beginning and at the end of the program, as well as in the description.
For images, the label must appear directly on the image itself and also be included in its description.
If a program is not entirely synthetic, the label would be required only for the segments containing AI-generated material.
At the same time, the requirement would not apply to content of a clearly fictional, artistic, humorous or cultural nature, unless it could potentially be used to spread disinformation.
The draft law also предусматривает financial penalties for violations.
If the requirements are breached, organizations could face a fine equal to 0.04% of their revenue, but not less than 300 times the minimum wage.
