Abovyan to recover 1,750 square meters of land![]() June 3, 2026 - 16:41 AMT PanARMENIAN.Net - Approximately 1,750 square meters of land will be returned to the city of Abovyan as part of a case involving former Kotayk governor and former Abovyan mayor Karapet Guloyan, Sputnik Armenia reported. According to Armenia’s Prosecutor General’s Office, the Anti-Corruption Court upheld a lawsuit filed by prosecutors and declared invalid the auction of a land plot on Russia Street in Abovyan, along with all subsequent sale agreements related to the property. The case concerns a 0.17521-hectare land plot located at 1/25 Russia Street. Prosecutors maintain that during his tenure as head of Abovyan between October 8, 2008, and April 30, 2015, K.G. allegedly ignored provisions of the Land Code prohibiting the privatization of certain categories of public land and, with the assistance of municipal officials, transferred more than 60 land plots to private individuals and legal entities through auctions and direct sales. The Russia Street property was among the plots identified as having been improperly alienated. It was sold at auction to a private individual on June 6, 2016. On March 22, 2024, the same plot was sold to another individual for 72 million drams under a real estate purchase agreement. Acting within its authority to protect state and community interests, the Prosecutor General’s Office filed a claim with the Anti-Corruption Court seeking to invalidate the auction and apply the legal consequences of that decision. In a ruling issued on May 29, 2026, the court fully satisfied the prosecutor’s claim. The decision invalidated the original auction conducted by the Abovyan municipality, the June 6, 2016 land sale agreement and the corresponding state registration of ownership rights. The court also annulled the March 22, 2024 sale agreement and the ownership registration based on that transaction. Karapet Guloyan was elected mayor of Abovyan in 2008 and served until 2015. He was subsequently appointed governor of Kotayk Province and remained in that position until May 2018. Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
