Mirzoyan outlines TRIPP ratification process

PanARMENIAN.Net - The Armenian government has launched the process of ratifying the framework agreement on strategic cooperation between Armenia and the United States under the TRIPP project. Speaking at a government meeting, Foreign Minister Ararat Mirzoyan presented a draft law to send the framework agreement on the Trump Route for International Peace and Prosperity (TRIPP) project to the National Assembly for ratification.

“We are beginning the ratification process for the framework agreement on strategic cooperation between Armenia and the United States under the TRIPP project. Once the decision is adopted, we will submit the draft to the Constitutional Court in accordance with the established procedure,” Mirzoyan said, according to Radar Armenia.

The minister said that the TRIPP Development Company will receive land use and development rights in the designated areas for an initial period of 49 years. During that period, the company's ownership structure will allocate 74% of the shares to the United States and 26% to Armenia.

He added that, by mutual agreement, the initial 49-year term could be extended by another 50 years. In that case, Armenia's shareholding would increase to 49%.

“During this period, the company's shares will be distributed as follows: 74% will belong to the United States and 26% to the Republic of Armenia. After the initial 49-year term expires, the agreement may be extended by another 50 years with the consent of both parties, ensuring that Armenia will hold 49% of the company's shares,” Mirzoyan said.

Mirzoyan also stressed that Armenia will retain its full sovereignty and complete jurisdiction over the management of its state border, border control, customs administration and all customs procedures carried out within the country's territory.

“Under its domestic legislation and in line with its international agreements, Armenia will continue to be responsible for security and law enforcement, border control and border security, customs and migration control, the transfer of taxes and duties to the state budget, the operation of state information systems, as well as state administrative functions and oversight.

The entire process—including the company, its future activities and the agreement as a whole—is fully consistent with and will be implemented with full respect for Armenia's sovereignty, jurisdiction and territorial integrity,” Mirzoyan said, Panorama.am reported.

According to the minister, Armenia and the United States will establish the TRIPP company, which will be able to create subsidiary entities for specific purposes in different parts of Armenia, attract partners and obtain land use and development rights.

Mirzoyan also addressed the proposed front-office and back-office management model, noting that it is a widely accepted practice and has previously been applied in Armenia.

At its July 16 meeting, the Armenian government is expected to approve its legislative initiative on the draft law to ratify the framework agreement on strategic cooperation regarding the TRIPP project, signed in Washington on June 1, 2026, and in Yerevan on June 4, 2026. The process of applying to the Constitutional Court and ratification is now beginning. Before parliamentary ratification, the government will submit the agreement to the Constitutional Court to determine its compliance with the Constitution.
