Heritage leader calls for Fourth Republic formation, new ConstitutionMay 21, 2011 - 13:15 AMT PanARMENIAN.Net - Heritage opposition party leader Raffi Hovannisian calls for adoption of new Constitution and formation of Fourth Republic in Armenia. “Armenia should renounce the semi-presidential government system and proceed to either parliamentary or presidential one,” Hovannisian said during the Civil Meeting organized by his party. “The semi-system doesn’t work. It doesn’t secure democracy,” he said. “The Fourth Republic is needed to make Armenia a legal and democratic state, where people will have the possibility to determine their future.
