Non-stipulated legal consequences for process failure -a minus in Protocols

PanARMENIAN.Net - Non-stipulated legal consequences for failure to comply with Armenia-Turkey Protocol stipulations is a serious minus in the document.

"Nothing will prevent Turkey from closing the border the following day," Richard Giragosian , the Director of Armenian Center for National and International Studies (ACNIS) told a news conference in Yerevan.

"Turkey is given 60 days to open the border upon Protocols' ratification, with no legal responsibilities entailed in case of non-fulfillment. Non-compliance will spell the loss of Armenia's and international community's trust," he noted.

As ACNIS Director emphasized, Armenia will have to reconsider its position on normalization of ties without preconditions, should Ankara block the process.

Still, the rapprochement will not resolve internal political problems in Armenia, he stated.
