There are three bodies of the Council of Europe, in which such possibility can be discussed – the European Court of Human Rights, PACE monitoring committee and Committee of Ministers. However, I do not think that the PACE and Committee of Ministers will make a decision on imposing sanctions against Armenia,” said Hammarberg.
