Georgian-Ossetian confrontation affected Karabakh process

PanARMENIAN.Net - The Nagorno Karabakh Republic is marking the 17th anniversary of its independence on September 2. The recent developments in the South Caucasus will one way or another affect the settlement process. Recognizing independence of South Ossetia and Abkhazia, Russia will hardly do the same as regards Nagorno Karabakh. PanARMENIAN.Net requested Arsen Melik-Shahnazarov, advisor to NKR Foreign Minister to comment on the situation.
Will the Georgian-Ossetian confrontation affect the Karabakh process?

It has already affected, I think. Nothing changed in outward appearance but, actually, an important event has taken place. The masks have been thrown off. It has became evident that the international community treats the people in Karabakh, Abkhazia or Ossetia as refuse that hampers its plans to seize Russia's oil and gas flows.

A vivid parallel can be drawn between the events in Tskhinval in August 2008 and those in Stepanakert in February 1992. Just fancy Artsakh without its security belt. What could happen if Azeris remained in Khojalu, Shushi, Malibeyli and at the heights around the NKR capital. Unlike the Georgian authorities, who disguised the massacre with assurances of love and respect toward the 'Ossetian brothers', Azerbaijan has never stopped bellicose and racist propaganda.

The tragedy of South Ossetia proved the necessity of signing an agreement on non-use of force in the Karabakh conflict zone between Armenia, Azerbaijan and Nagorno Karabakh, following the basis document of the 1994 CSCE Budapest Summit, the 1995 Prague Statement of the OSCE CiO and other documents that have been shamefully ignored by the Co-chairs of the OSCE Minsk Group.

Do you think that Kosovo is a unique case that can't influence on settlement of other conflicts?

There is nothing unique in case with Kosovo. It's as unique as abjunction of Sudet region from Czechoslovakia in 1938. Moreover, no referendum on self-determination was held in Kosovo. NATO forces acted like Turk Bolsheviks in Nakhijevan in 1920-21. Unlike Nagorno Karabakh, no settlement process goes between Serbia and Kosovo. There is nothing but diktat from outside, which conflicts with the UN Security Council Resolution 1244. The Kosovo model is not unique. Meanwhile, one-sided recognition of independence will inevitably affect the Azeri-Karabakh conflict.

What is Russia's real position on the Karabakh conflict?

It's not a question I can answer. Having no access to the Russian corridors of power I can suppose that Russia's actual position on the Nagorno Karabakh conflict coincides with the official position it has proclaimed But I can say that Moscow often allows itself to be led by Baku which capriciously urges to taboo any mention of Karabakh in Russian media, to continue telephone, telegraph and postal blockade if NKR. That is why Russian officials fear to establish contacts with NKR organizations.

You have recently finished a book about Karabakh. What is the main purpose of the book?

The main purpose is to present a detailed description of the Nagorno Karabakh conflict. It's impossible to achieve justice without informing the international community about the true causes and consequences of the conflict, without revealing the lies of the enemy.

17 years of independence… Is it much or little?

It's not little, of course. These years were not lost against the background of recessive developments in the post-soviet area.

Should Armenia be the first to recognize independence of Nagorno Karabakh?

I think that no state will dare to recognize NKR's independence unless Armenia does it. However, the issue should be weighed up and timely. Official recognition of NKR will put an end to defective concept brought forth by the Armenian National Movement. The fact is that the administrative borders of Nagorno Karabakh are not those of former NKAO.
Armenia can issue an official statement on recognition of de-facto NKR and conclude a number of agreements, like the United States did in 1972 as regards unrecognized Taiwan. The Republic of Armenia and NKR are represented by 'one nation and two states'. The phrase Aliyev senior used to repeat when speaking about Azerbaijan and Turkey.

How do assess Baku's propaganda machine?

Baku acts impudently and stubbornly, spending huge funds on propaganda. Internet is stuffed with everyday Azeri lies about violations of the ceasefire by the Armenian side. Azerbaijan tries to involve Armenia into fruitless discussions on various topics.

In response, Armenia should explain the international community that Azerbaijan did not exist in the map of South Caucasus before 1920, when Turkish invaders synthesized a buffer state to absorb the true Azerbaijan, which was Iran's province. Therefore, present-day Azerbaijan has no right to Nagorno Karabakh, Nakhijevan and many other regions.
