The state's role in determining the goals and priorities of cultural policy depends on the general conceptual determination of the sphere of culture and cultural policy. That's why we attach special importance to the conference which should have a primary task to determine new priorities tailored to present-day demands."

Deputy Foreign Minister Shavarsh Kocharyan noted in turn that "Peoples on post-Soviet area have very much in common in terms of their cultural heritage. But similarity of our political and economic problems pushes CIS states to search new mechanisms and new profiles in the sphere of political culture."
