Most of those killed were military personnel, and 44 peacekeepers died in the Darfur mission in western Sudan.

The minister stressed that Russia reserves the right to take action to protect its legitimate interests, including national security.

"I'd like to take another look at it in a couple of months and see how it's working out," Mitch McConnell told reporters.
