The Armenian parliament debated amendments and changes to a number of laws: On Taxes, On Budget System and On Local Self-Government. The revision of the list of local taxes caused a heated debate among MPs. In particular, representatives of Prosperous Armenia offered to organize additional hearings, involving all interested stakeholders to finalize this package of legislative initiatives.

Delegations from Iran, Georgia and Italy visited Armenia this week.

During a meeting with the Iranian delegation led by Foreign Minister Manouchehr Mottaki, Armenian Prime Minister Tigran Sargsyan discussed a number of energy issues and construction of Iran-Armenia railway.

Armenian Government started Wednesday discussions over Ministries' 2009 reports. In his opening speech, Prime Minister Tigran Sargsyan said that all ministries had been recommended to prepare reports concerning their 2009 activities, focusing a major accent on their omissions and problems impeding reform implementation process. "Secondly, it is necessary to determine the priority tasks for 2010," Head of the Government said, adding that the reports submitted will help determine the positive results towards resolving key problems.

Armenia is ready to resist the second wave of crisis, RA Prime Minister Tigran Sargsyan stated, summing up 2009 results. As Tigrah Sargsyan noted: "The depth of the crisis can't be assessed or the time for the second wave forecasted. Still, we have to be ready to face it." According to him, Armenia is prepared for the year 2010. "With a balance of AMD 80 billion, stabilization fund of AMD 54 billion and EU financial assistance of USD 100 million we have enough resource to provide macroeconomic stability and face new challenges," he stressed.

The crisis taught lessons to Armenia and highlighted its main shortcomings: weak diversification and lack of competitiveness, therefore, to overcome the effects of the crisis the country should provide three essential conditions, head of World Bank Armenian Office Aristomene Varoudakis said. According to him, in order to increase competitiveness of Armenian economy the country need to creating more favorable environment for investors, reduce the role of oligopolies, minimize, or even eliminate corruption in tax authorities, develop infrastructures, particularly in transport and IT spheres," he said.

Ratified 2010 RA state budget and Armenia-Latvia collaboration potential

The Armenian parliament approved Thursday the 2010 draft national budget. The document was adopted with a vote of 82 for, 16 against and 1 abstention. Opposition parties - ARF Dashnaktsutyun and Heritage - voted against the document. Armenian National Assembly Hovik Abrahamyan said the 2010 draft budget will help stabilize the economic situation in the republic. He said that AMD 1.7 billion will be allocated to pay off the deposits in soviet savings bank. Mr. Abrahamyan supported the Prime Minister's call for fighting oligopoly and pledged not to spare effort to prevent misuse of the state budget funds.

Promising rates for reducing economic downfall and Armenia's participation in CIS leaders' session

Over the past 10 months, Armenia fixed a 17.5% economic downfall compared to the same period of last year. According to the official data of RA National Statistic Service, GDP in January-February comprised AMD 2466,3 billion. This is a very promising rate which leads local and foreign experts to the assumption that 2009 economic downfall will make up 15%.

On November 12, "Heritage" party submitted to Parliament's staff 56 proposals concerning draft law "On RA State Budget".

Party disapproves the bill which does not envisage an anti-crisis policy. 2010 State Budget serves the interests of officials and monopoly system, demonstrating authorities' inability to combat shadow economy and tax evasion by macro-entrepreneurs.

According to "Heritage", 2010 state budget exceeds last year's indexes by 4.5 times and cannot provide solution to current social-economic problems, "Heritage" party's press service reports.

Armenian Delegation, led by RA Prime Minister Tigran Sargsyan is on a working visit to USA to participate in ArmTech 2009 business forum. According to the RA government press office, on November 5, Prime minister visited Stanford University, the Linear Accelerator Center SLAC, met with representatives of the Union of Armenian students of Stanford University.

On October 29-31, Yerevan hosted Expo-Russia Armenia - 2009 Annual Russian Exhibition. Over 70 Russian companies took part in it. The exhibition covered the following spheres: machine building, metallurgy, high technologies, innovations, security, IT, building, power engineering, automotive industry, transport, logistics, telecommunications, communications, oil-and-gas industry, agricultural and building machines, medicine and pharmaceutics, food, banks and insurance companies, investments, geology, mining industry, tourism, education, network business.
