US MILITARY CONTINGENT IN JAVAKHK?

"One of the solutions of the situation in Javakhk "could have been a limited US military contingent temporarily situated in Javakhk," supposes Armenian political scientist Sergey Minasian, who specializes in the problems of Javakhk, in an article published in Golos Armenii (Armenia's voice) newspaper. Such an option could fit "Tbilisi simultaneously being positively taken by the Armenian party," the article author notes. The hard situation in Javakhk, the social-economic crisis and the problem of security guaranties for the Armenian population make many political analysts search for new ways out of the situation, S. Minasian says. In the political scientist's opinion, the Russian military base "becomes less perceived by the Armenians as an element of their security - especially in the light of the withdrawal of virtually all servicemen of Armenian origin from the base." Moreover, the withdrawal of the base is rather probable.
Meanwhile, as S. Minasian continues, the US interest in the Javakhk problem is conditioned by many reasons. The US is rather worried about the conflict potential in the region, especially since "in the long-term prospect the US Administration considers Yerevan as a rather important regional security partner." "The fact alone that a range of senior US institutions (State Department, Security Council, Senate), as well as authoritative analytical ones have already started serious research on the issue evidences the US Administration has a real interest in the situation in Javakhk." The author adds that according to the information he possesses "the American party has put forward the demand of compulsory and urgent realization of a number of projects for economic rehabilitation of Javakhk as one of the conditions, necessary for Tbilisi accession to the Millenium Challenges project."
The author also reminds about the significance of the influential Armenian community of the US. "On account of Georgia not being able to implement social and economic projects in Javakhk for objective reasons, Armenia and the Armenian Diaspora can assume the solution of a number of urgent measures to mitigate the tension in Javakhk - provided that the political approaches of official Tbilisi will simultaneously become liberalized. The practice of regular multimillion collection of funds for the economic development of Nagorno Karabakh evidences the Armenian Diaspora possesses the potential for solving such problems," Sergey Minasian adds.
