"The task of the Minsk Group is to assist the parties to conflict to hold negotiations" OSCE Minsk Group Russian Co-Chair Yuri Merzlyakov stated in Stepanakert. In his words, any proposal of the Co-Chairs should be coordinated with the conflicting parties. The Russian diplomat said that they do not spare efforts for continuing the dialogue. When commenting on the critic addressed to the activities of the Minsk Group Yuri Merzlyakov said that the Co-Chairs cannot do miracles. When touching upon the problem of refugees, he said, "We meet with the refugees both in Karabakh and Azerbaijan. But at the same time you should understand that we can't say who is right and who is wrong. We should be impartial. So one should not yield to emotions and accuse us", he noted. According to Merzlyakov, it is too early to speak about the possibility of returning of the refugees to their homes.
