INVESTMENTS CRUCIAL FOR EFFECTIVE USE OF POTENTIAL OF ARMENIAN ENTERPRISES CONVEYED TO RUSSIA
Investments are crucial for effectively using the scientific and industrial potential of Armenian enterprises conveyed to Russia's ownership, Russian Minister of Energy Victor Khristenko stated, Russian Ministry of Energy reported. In his words, unfortunately, at the moment of conveying RAO Mars CJSC the building of a range of objects was not completed, which complicating the launching of the enterprise, its inspection certification for compliance with international quality standards and does not contribute to attraction of investments. As noted by Khristenko, according to the business plan worked out by the company, the sum of investments for restoration of the production activities of RAO Mars CJSC exceeds $21 million. In 2004 capital repairs of the production and administration buildings, as well as the technical equipment were held, a high-pressure gas pipeline of 2.5 km was laid, a boiler-room was built. A total of $700 thousand was spent to accomplish these works. In his words, within the year of the functioning under the charge of the Russian company, the following positive trends were registered at Mars (as compared with 2003): the deductions to the state budget of the Republic of Armenia increased 23.4%, the salary increase, increase of employment. The stock of orders for 2005 is over $5 million. Capital investments of $10.4 million are necessary for top-priority works in 2005. These will allow increasing the stock of orders 2-3 times in 2006. Similar problems exist in other Armenian enterprises, conveyed to ownership of the Russian Federation. Creation of a Russian supporting scientific and production center of information technologies and radio electronics in Transcaucasia is planned on the basis of the Yerevan Research Institute of Mathematical Machines CJSC, Yerevan Research Institute of Automated Management Systems CJSC, Research Institute of the Material Science CJSC by 2006. By 2008 it is necessary to reconstruct the experimental-industrial basis of the center, for which a sum of $12 million is necessary, including $3.5 million in 2005. Thus, the works planned by the center may total beyond $23 million. To solve the issue of attraction of necessary investments purposeful work of all participants of these projects is necessary. There are unsolved problems on the Armenian side, too.
