OSCE Minsk Group Co-chair calls for investigative mechanism in Karabakh

PanARMENIAN.Net - Neither the OSCE Minsk Group Co-chairs, nor the monitors in the conflict zone are able to identify those responsible for the border escalations in the Karabakh conflict zone without adequate investigation of incidents, the OSCE Russian co-chair told APA.

“I would like to remind that the Presidents of Azerbaijan and Armenia agreed to investigate armed incidents at a meeting, mediated by the Russian President,” Igor Popov said. “In this regard, the three Co-chairs and Ambassador Andrzej Kasprzyk developed and presented a project of mechanism for border investigation to the Presidents in 2012, who instructed the Co-chairs to continue working on the document. The mechanism has been basically finalized with the help of the OSCE military experts and presented to the parties.”

He also noted that the issue of deployment of peacekeepers in Karabakh conflict zone may arise after the basic agreements on the Karabakh settlement are met.
