Nobody Aims at Nagorno Karabakh Conflict Solution as Armenia
December 4 the minister of Foreign Affairs of Armenia had a speech on the session of Ministers of Foreign Affairs of the OSCE member states, reports the RA MFA press office. During his speech Vartan Oskanian particularly touched upon the issue of OSCE reformation, introduced the position of Armenia in this regard, as well as represented the process of further democratization, economic progress and Armenia's priorities for development. When speaking about the negotiations on the Nagorno Karabakh conflict Mr. Oskanian said in part, "We all know that the whole world watches our region proceeding from other interests. Nobody tries to reach to the long-term solution of the Nagorno Karabakh conflict as hard as we do. The last meeting of the Presidents of Azerbaijan and Armenia raised hopes that still it was possible to reach agreement even on those principles which are not settled yet. We know that long-term solution will depend on the status and security of Nagorno Karabakh people. The conflict broke out when the security of Karabakh people underwent to violence and their right to self-determination was infringed. The principles under discussion aim to realize the right of the people of Nagorno Karabakh to self-determination, at the same time abolishing the after-effects of the war. We hope that Azerbaijan really will find courage to acknowledge and respect the right of Nagorno Karabakh people for determining its own future, its status and security system. In several days a constitutional referendum will be held in Karabakh. During the last 15 years political institutions were founded in Karabakh, the government was formed via elections and legal field was developed. They realize the necessity of the organic law and acknowledge that referendum is the only acceptable way to adopt the Constitution.

The international community demonstrates a non-constructive approach by neglecting aspiration of Nagorno Karabakh people for democracy. Baku's assertions that referendum in Karabakh will hinder the negotiations are far away from reality. But the real obstacles are Baku's intolerant reaction to Karabakh's democratic moves, refusal to accept Stepanakert as negotiation party, the repeated and militant calls and attempts to evade the Minsk Group negotiation process.
