Ex-envoy: Moscow trying to approximate positions on KarabakhAugust 6, 2016 - 17:24 AMT PanARMENIAN.Net - Moscow’s actions in the context of the Karabakh conflict settlement prove the former’s attempts to approximate the positions of the conflicting parties through mutual concessions, ex-U.S. Co-chair of the OSCE Minsk Group said. “It is my belief that Foreign Minister Lavrov was instructed by Putin to present a new proposal, attempting to finalize the framework agreement we developed in 2007 in Madrid,” the Voice of America cited Matthew Bryza as saying. As he further noted, Madrid Principles, offering the only logical solution to the issue, mainly remained unchanged in the recent years. According to Bryza, presidents of Armenia and Azerbaijan came to a basic agreement on the framework document and a final accord was expected to be reached, followed by lengthy negotiations aimed to achieve a final agreement. However, he said, the process didn’t move forward, as the both presidents didn’t trust each other enough to keep their societies informed about complicated solutions. As Bryza noted, recent weeks’ crisis in Yerevan was mainly caused by the society’s disagreement with the authorities’ possible concessions over the Karabakh conflict. “Mutual concessions that will bring the conflicting parties closer together are being discussed. I believe some of the Armenian politicians are unwilling to make mutual concessions, which resulted in the crisis,” the diplomat stressed.
