Democratic Party of Azerbaijan offers to declare all parties of Karabakh conflict as winnersJune 28, 2007 - 15:16 AMT PanARMENIAN.Net - The Democratic Party of Azerbaijan (DPA) has worked out a concept aimed at organizing a dialog between authorities and the opposition on resolving the Karabakh conflict. DPA Leader Sardar Jalaloglu said the concept includes the history of the Nagorno Karabakh conflict, mistakes committed while trying to solve the problem and a variant of talks proposed by DPA to resolve the conflict."The concept is based on the idea that there are no losing parties, both sides are represented as winners. Armenians are granted dual citizenship and Nagorno Karabakh is declared a free economic zone. The document supposes to create an ethnic-cultural autonomy and conformation of self-government principles based on European standards. All these issues found their reflection in the document. The problem must be resolved in the framework of Azerbaijan's territorial integrity. Soon after it Armenia and Azerbaijan establish relations and Yerevan joins the transnational regional projects," S. Jalaloglu underlined, "Novosti-Azerbaijan" reported. Top stories Authorities said a total of 192 Azerbaijani troops were killed and 511 were wounded during Azerbaijan’s offensive. In 2023, the Azerbaijani government will increase the country’s defense budget by more than 1.1 billion manats ($650 million). The bill, published on Monday, is designed to "eliminate the shortcomings of an unreasonably broad interpretation of the key concept of "compatriot".
