"Azerbaijan wants to live under the conditions of mutual understanding, good neighborhood and cooperation with all states and peoples, including with its neighbors," - Azeri President Heydar Aliyev stated at the Istanbul Summit of the Organization of Economic Cooperation. At the same time he added, "cooperation with Armenia is possible only after settling the Nagorno Karabakh conflict, restoring the territorial integrity of Azerbaijan and returning refugees to the places of permanent residence." In his words, "the innermost dream of Azerbaijan is establishment of peace in the country, the Caucasian region and the entire world."
