FINAL SETTLEMENT OF NAGORNO KARABAKH CONFLICT IMPOSSIBLE WITHOUT KARABAKH SIDE PARTICIPATION
Due to the fact that the conflict between Nagorno Karabakh and Azerbaijan is not settled and there is a threat of resumption of hostilities, Nagorno Karabakh authorities should pay steadfast attention to strengthening the defensive potential of the country, maintain military construction rates necessary for securing NKR. Nagorno Karabakh President Arkady Ghukasian, who has been elected for the second term at the presidential elections held August 11, stated it in his inauguration speech. Ghukasian noted that unfortunately, the Azeri propaganda machine continues producing anti-Armenian hysteria, inculcating the necessity of force solution of the Karabakh problem in its citizens. All this, the NKR President noted, is evidence of the Azeri leadership's unwillingness or inability to take into account the geopolitical and geoeconomic realities and search for mutually acceptable ways of solving the problem on their basis. This is the reason why the negotiation process in real format is not renewed, i.e. with compulsory participation of the Karabakh party on equal-right basis. But as the practice has shown, attainment of final political solution of the question seems more than problematic without participation of Nagorno Karabakh in the negotiations. Thus, the NKR diplomacy will further insist on full inclusion of the Karabakh party in the process of the conflict peaceful settlement under the aegis of the OSCE Minsk group. The Nagorno Karabakh Republic is also ready to hold direct dialogue with Azerbaijan, to discuss any questions concerning the prospects of our relations in the future, the NKR President emphasized. There is no alternative to peaceful solution of the Nagorno Karabakh problem, he is convinced. At the same time the Nagorno Karabakh leader stated with all responsibility that "Azerbaijan's any attempt to resort to military force and infringe upon the independence of Karabakh will get a worthy response by the NKR defense army."
