Why can Kosovo be independent but Abkhazia and South Ossetia can't?
Since the formation of CIS, all the presidents of the Commonwealth member-states have spoken for the principal of territorial integrity. The then leaders of Georgia, Azerbaijan , and other CIS countries considered this principle fundamental. But if the countries determine to defend their territorial integrity like Georgia did in August 2008, it will lead to deplorable consequences, said the Ukrainian ex-president,Leonid Kuchma , during Yerevan-Tbilisi- Moscow-Kiev-Chisinau television space bridge on "The Ukraine and CIS countries under the conditions of world economic crisis."

"Any conflicts and controversies must be settled through negotiations," the Ukrainian ex-president emphasized. Leonid Kuchma also mentioned that he, too, was for the principal of territorial integrity. "Georgia recognized Kosovo's Independence and it became precedent for the declaration of independence of other countries. The problem is why Kosovo can be independent whereas South Ossettia and Abkhazia cannot," Kuchma noticed, adding that the process of Independence Declaration of the countries has already started, and the world will still face this issue repeatedly.

Speaking about the on-going weapon supply of the Ukraine to Azerbaijan, Leonid Kuchma mentioned that Azerbaijan equally well purchases Defense technology from Russia and other countries. The CIS countries should come to a mutual agreement on the weapon delivery. We are neighbours with a common history and to settle the existing controversies we must use political instruments.
