Institute of art council should be re-еstablished in Armenia
Many singers have recently begun bringing reasons of forced singing under phonogram because of the poor technique quality in concert halls, Yervand Yerznkyan, the creative director and the orchestra conductor of the Public Radio of Armenia told a news conference in Yerevan.

"The ordinance forbidding the phonogram was signed not because of good life, but poor technique must not be an obstacle for high quality performance, even the existence of the best microphones cannot guarantee bad singer's brilliant performance. Microphone's use can only be justified during television release when the sound quality must be perfect," he said.

Composer Martin Vardazaryan in his turn noticed that the concerts on the 8 of March became a distinctive "great sieve straining many singers, and every time this conditional sieve will be reduced leaving only the deserving in result." He also added that creating the phonogram demanded great strength and technical work, and even the gifted singers stopped their professional increase concentrating on it.

In musicians' opinion one of the reasons of poor quality of today's Armenian variety is the strong wish to satisfy the public which is the result of provincial mentality. According to Martin Vardazaryan's words, in television companies it is necessary to create art councils which will allow only exclusively good singers and good performances enter into broadcasting as the art councils in the Soviet times. "The culture and the army must be financed by the Government equally," emphasized Martin Vardazaryan.

On the 25th of February Hasmik Poghosyan, the minister of culture, signed an ordinance forbidding performances under phonogram in state concert halls and at governmental events.
