Yerevan sees rare chance for regional transformation

PanARMENIAN.Net - Armenia has been under partial blockade since gaining independence, but now Yerevan is working to reshape the dynamics of the South Caucasus, which would also influence broader developments across Europe, Central Asia, and the Middle East. This was stated by National Assembly Deputy Speaker Ruben Rubinyan during a panel at the Yerevan Dialogue forum, Armenpress reports.

Rubinyan outlined Armenia’s vision, explaining the necessary steps to redirect regional development.

“At this moment, we have a unique opportunity to establish lasting peace in the South Caucasus. Neither Azerbaijan nor Armenia is required to concede anything. We have a draft peace agreement. Negotiations are complete. We have a historic chance to sign and ratify this treaty. We also have a historic opportunity to unblock all communications in the region, between Armenia and Azerbaijan, and between Armenia and Turkey. This will change the entire regional dynamic and the security architecture of the South Caucasus.

As we discuss how small countries can navigate uncertain times, this is how they can do it. In today’s world, where the global order is crumbling, the primary source of uncertainty for small or even medium-sized countries is conflict. Eliminate the conflict, and you eliminate the uncertainty. Open communications, and you remove uncertainty. You also reduce the risk of new conflicts.

This is our strategy. Admittedly, it is difficult—partly because our potential partners are not as constructive as we would like. But we aim to show by example that peace is possible,” he said.

On March 13, Armenia’s Foreign Ministry announced it had accepted Azerbaijan’s proposals on the two previously unresolved articles of the agreement, stating the peace deal is ready for signing. Yerevan said it is prepared to discuss the timing and location of the signing. However, Baku introduced new preconditions, stating it is too early to set a date for the meeting.
