RA security chief says public immune to hybrid war tactics

PanARMENIAN.Net - Armen Grigoryan, Secretary of Armenia’s Security Council, stated that in recent years, the Armenian public has developed a certain level of resilience to hybrid warfare tools used in domestic political developments — a result he attributes to freedom of speech.

He made this observation during a panel discussion at the APRI 2025 conference titled “Finding Stability in an Unstable World,” reports Armenpress.

During the discussion, Grigoryan was asked whether manifestations of hybrid warfare could intensify ahead of or during the 2026 parliamentary elections. He did not rule out the possibility, emphasizing that these methods may become more aggressive.

“Hybrid war against Armenia is definitely ongoing. In fact, starting from 2020–2021, these hybrid tools became even more aggressive and posed greater security threats. I believe one of the key tools that has helped Armenia more or less overcome this threat has been freedom of speech. Given this freedom, the public was able to withstand these challenges,” said Grigoryan.

He compared the phenomenon to an immune system developing resistance to a virus, noting that society often has to undergo difficult trials in order to become more resilient and evolve into a stronger structure. According to him, this is the path toward building a more stable society.
