MP: peace is real, but Azerbaijan insists on constitutional change

PanARMENIAN.Net - Sargis Khandanyan, MP from the Civil Contract parliamentary faction, stated that the leaders of Armenia and Azerbaijan have already reached an agreement and initialed a peace treaty, which makes peace a factual reality. However, he noted that the process is far from complete.

Speaking to Aysor.am , Khandanyan emphasized that “Azerbaijan’s constant precondition is for Armenia to amend its Constitution.”

“Peace cannot remain a fact on its own. It must be continuously reinforced through negotiations,” Khandanyan said, adding that the process must be maintained and strengthened.

“Peace is a process; it’s not finalized by a single event,” he stressed.

He added that several steps remain, including the formal signing and ratification of the peace agreement.

Prime Minister Nikol Pashinyan has stated that a referendum on a new Constitution will be held in 2026 but has repeatedly denied that this move is being made in response to Azerbaijan’s demands.
