MP: peace is real, but Azerbaijan insists on constitutional change![]() October 3, 2025 - 15:08 AMT PanARMENIAN.Net - Sargis Khandanyan, MP from the Civil Contract parliamentary faction, stated that the leaders of Armenia and Azerbaijan have already reached an agreement and initialed a peace treaty, which makes peace a factual reality. However, he noted that the process is far from complete. Speaking to Aysor.am , Khandanyan emphasized that “Azerbaijan’s constant precondition is for Armenia to amend its Constitution.” “Peace cannot remain a fact on its own. It must be continuously reinforced through negotiations,” Khandanyan said, adding that the process must be maintained and strengthened. “Peace is a process; it’s not finalized by a single event,” he stressed. He added that several steps remain, including the formal signing and ratification of the peace agreement. Prime Minister Nikol Pashinyan has stated that a referendum on a new Constitution will be held in 2026 but has repeatedly denied that this move is being made in response to Azerbaijan’s demands. Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
