Armenia to draft new strategy based on EU SIGMA assessment

Armenia’s Deputy Prime Minister Mher Grigoryan emphasized that modernization of the state system lies at the heart of the country’s political agenda. Speaking at the presentation of the SIGMA Baseline Assessment Report on public administration in Armenia, he noted the country’s recent progress in strategic planning, digitization of services, public finance, and anti-corruption efforts.

The event, organized with the participation of EU Ambassador Vassilis Maragos, brought together representatives from state institutions, diplomatic missions, and international organizations.

Grigoryan said the report was prepared using the same methodology applied to EU candidate countries, ensuring comparability and objectivity. He announced the upcoming launch of a new Public Administration Reform Strategy, which will draw on the report’s recommendations.

Key reform priorities include:

  • Enhancing policy-making quality
  • Full digitization of public services with robust cybersecurity
  • Strengthening the appeal and professionalism of public service

Grigoryan concluded by stating that these reforms must be implemented in partnership with international stakeholders to ensure development and citizen welfare.
