First EU evaluation mission arrives in Yerevan

An EU delegation has arrived in Yerevan as part of the Armenia-EU visa liberalization dialogue to conduct the first performance evaluation mission of the Action Plan. Deputy Minister of Internal Affairs Armen Ghazaryan met with the mission’s representatives.

The meeting included officials from the Ministry of Internal Affairs, the EU Delegation to Armenia, various EU institutions, representatives from Frontex, and sectoral experts from EU member states.

Armen Ghazaryan emphasized that ongoing multilateral discussions with relevant agencies will help create a more comprehensive understanding of the submitted documentation. He also noted that several strategic documents are still under development.

Participants stressed the importance of the quality of the current processes, highlighting that the documents being drafted must be complete, realistic, and practically applicable to ensure effective reform implementation.

The mission members praised the constructive spirit of EU-Armenia cooperation and underlined the importance of evaluating progress on legislative and sectoral policy benchmarks at this stage.

It was noted that the European Commission's first report on the Action Plan will be prepared ahead of the European Political Community Summit.

On the same day, EU mission representatives, led by Nelli Davtyan, visited the Migration and Citizenship Service for a meeting with the agency’s leadership.

Davtyan assured that the service continues to take coordinated and consistent steps to fully implement the Armenia-EU visa liberalization Action Plan.

She presented relevant aspects of the program, covering sectoral policies, legal regulations, the development of new documents, the introduction of a biometric data system, personal data and legal identity protection, comprehensive border management, asylum procedures, and the overall migration management process.

The discussion took place in a dynamic and collaborative atmosphere.

Johannes Luchner, Deputy Director-General for Migration and Home Affairs at the European Commission, handed over the visa liberalization Action Plan to Armenia’s Minister of Internal Affairs, Arpine Sargsyan. The document outlines the reforms Armenia must undertake in areas such as security, border control, human rights, and other sectors.
