Yerevan, EU develop joint initiatives on hybrid threats![]() December 16, 2025 - 10:54 AMT PanARMENIAN.Net - Cooperation between Armenia and the European Union across various domains, including the fight against hybrid threats, is ongoing and not a recent development, according to Armenian Foreign Ministry spokesperson Ani Badalyan. Her comments came in response to a statement by EU High Representative for Foreign Affairs and Security Policy Kaja Kallas, who said Armenia had requested support from the EU to counter hybrid threats ahead of the 2026 parliamentary elections. "EU-Armenia cooperation aimed at enhancing Armenia’s resilience, including in countering hybrid threats, has been continuous. As the partnership evolves, various initiatives aimed at strengthening Armenia’s democratic and economic resilience are being considered, developed, and approved," Badalyan stated. Among these, she highlighted the “Resilience and Growth” program, currently in an active implementation phase, and the decision to deploy an EU mission in Armenia. She added that collaboration aimed at countering potential hybrid threats during the electoral process is also being considered, taking into account the EU’s tools and experience. "Accordingly, yes, there are initiatives formed as a result of joint discussions. If decisions are made regarding them, the public will be duly informed," she added. Earlier, Kaja Kallas had noted that Armenia sought EU assistance to counter hybrid threats identified ahead of the 2026 parliamentary elections. She mentioned that the EU could provide such support using mechanisms similar to those used in Moldova. On December 2, Kallas also announced that the EU would allocate 15 million euros to Armenia to strengthen peace and resilience, including efforts to address challenges in the information space. Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
