Ukrainian intel says Russia losing South Caucasus role

Ukraine’s Foreign Intelligence Service addressed Armenia in its January 26 report, emphasizing the strategic significance of the TRIPP project. According to the report, this initiative strips Russia of its status as the primary actor in the South Caucasus.

“Moscow had positioned itself as the main and undisputed mediator in the region until recently,” the report notes, as quoted by Panorama.am .

The document states that a joint Armenian-American management company will operate the project and facilitate Armenia-Azerbaijan connectivity for at least the next 49 years.

TRIPP is said to include the construction of oil pipelines, expansion of fiber-optic communications, and development of road and railway infrastructure along the border with Iran.

According to project stakeholders, this corridor will form a “critical link” in the Trans-Caspian route stretching from China through Kazakhstan, the Caspian Sea, Azerbaijan, Georgia, and onward to Turkey and Europe.

Armenian Foreign Minister Ararat Mirzoyan and U.S. Secretary of State Marco Rubio confirmed Armenia-U.S. cooperation under the “Trump Route for International Peace and Prosperity” initiative during a meeting in Washington.

Mirzoyan stated that Russia’s involvement was not even discussed during negotiations. Simultaneously, Armenian Prime Minister Nikol Pashinyan reportedly issued a final notice to Russian Railways, which currently holds the concession for Armenia’s railway, demanding immediate restoration of railway sections near the borders with Azerbaijan and Turkey. If not, Armenia will proceed independently, casting doubt on the continued relevance of Russia’s presence in the region, the report concludes.

The published document on TRIPP details the implementation mechanism of the initiative. It does not create legal obligations for either Armenia or the U.S.
