Armenia, Poland to sign defense tech pact

The Armenian government has approved a proposal to sign a defense-technical cooperation agreement with Poland’s Defense Ministry.

The executive has approved the proposal to sign an agreement on defense-technical cooperation between the Ministries of Defense of Armenia and Poland.

According to the rationale of the draft, Armenia attaches importance to deepening high-level relations with Poland built on mutual trust, with the aim of achieving tangible results in the defense sector and expanding areas of cooperation, Armenpress reported.

It was noted that regular high-level political contacts and multi-sector cooperation between the two countries create the prerequisites for strong interstate relations, particularly for the development of constructive cooperation in the defense-technical field.

The legal basis for cooperation in the defense sphere between Armenia and Poland has been the agreement on cooperation in the field of defense signed in Warsaw on September 6, 2004, between the governments of the two countries. Armenia’s National Assembly ratified the agreement on March 21, 2005.

The new document is intended to define the fundamental principles and procedures of cooperation in the defense-technical sphere, based on the principles of equality, mutual respect and mutual benefit.

The agreement sets out the areas and formats of cooperation, regulations on the protection of classified information, provisions related to sales to third countries, as well as the rules governing the activities of a joint commission. It also specifies procedures for dispute settlement and mechanisms for the agreement’s entry into force and termination.

The government’s justification emphasized that signing the document fully aligns with Armenia’s strategic interests and stems from the government’s 2021-2026 program in the context of implementing armed forces reforms.

According to the draft, the agreement will contribute to expanding international defense cooperation and further strengthening bilateral relations in the defense-technical field. After signing, it will be submitted to the National Assembly for discussion and ratification.

Armenian-Polish cooperation in the defense-technical sector is not new. In 2014, the Armenian-Polish company “Lubawa Armenia,” engaged in the production of helmets and camouflage nets for surveillance devices, was opened in Charentsavan, with 50% owned by Armenia’s Defense Ministry.

The company ceased operations and production in 2019.
