Draft of Armenia’s new Constitution completed

The draft text of Armenia’s new Constitution has been completed and will be discussed at a meeting of the board of the ruling Civil Contract party as well as its parliamentary faction, Justice Minister Srbuhi Galyan said.

Speaking during the first session of the Public Council attached to the Ministry of Justice, Galyan said the Constitutional Reform Council has been actively working on the project.

“The Constitutional Reform Council is working very actively. We hold meetings every week. And the text is ready, as I promised. But I have no update yet regarding its publication, because it was decided to discuss the text within the Civil Contract party’s board and parliamentary faction. After that, a decision will be made on publishing the text,” the minister said, according to Armenpress.

Galyan explained that the conceptual provisions of the new Constitution had been developed earlier, while the full text was prepared based on those principles.

According to the minister, the draft places the individual — the citizen and the people — at the center, while no departure from the current model of governance is envisaged.

“We believe that the best expression of democratic principles lies in parliamentarism. However, we have introduced major changes in the sense that we tried to further decentralize the branches of power and balance them, for example by providing oversight mechanisms for the National Assembly over the prime minister’s activities,” Galyan said.

She also noted that the judicial system may introduce the possibility of a jury institution.

In addition, the draft provides for the principle of two-tier appeals in court cases, the possibility of written proceedings, and the possibility of appealing decisions of the Supreme Judicial Council, which is not предусмотрено by current regulations.

Earlier, Justice Minister Srbuhi Galyan said the draft text of Armenia’s new Constitution was expected to be published in March 2026.
