Charges filed against former army corps commanders

PanARMENIAN.Net - On June 1, 2026, a prosecutor initiated public criminal prosecution against four commanders of Armenian Armed Forces army corps who served between February 23 and March 1, 2008, within the framework of the criminal proceedings concerning the events that took place in Yerevan on March 1–2, 2008.

The individuals identified by their initials as P.P., V.G., H.B. and L.E. are accused under Article 38-309, Part 3 of the Criminal Code adopted on April 18, 2003, for aiding and abetting the abuse of official authority by a public official, an act that allegedly caused substantial harm and led to grave consequences.

According to the Prosecutor’s Office, evidence obtained during the criminal proceedings being investigated by the Anti-Corruption Committee indicates that the commanders, while executing an allegedly unlawful order, assisted then-Defense Minister M.H. and several other high-ranking officials in exceeding their official powers. They allegedly did so by issuing orders, providing resources and removing obstacles.

The agency stated that those officials also include R.K., S.O. and Yu.Kh., who are already defendants in the March 1 case.

Under Armenian law, a person charged with a crime is presumed innocent until proven guilty by a final court verdict that has entered into legal force in accordance with the procedures established by the Criminal Procedure Code.
