The Union of Informed Citizens non-governmental organization has filed a report with the Prosecutor's Office regarding alleged hooliganism by Avet Konjoryan, a member of the ruling Civil Contract party and the brother of Hayk Konjoryan. According to the organization, the complaint concerns allegations that Konjoryan publicly shouted sexually explicit insults from his car while driving on a street. The information was announced on Facebook by the organization's coordinator, Daniel Ioannisyan.

According to Ioannisyan, the organization condemns all forms of violence but also considers it unacceptable to publicly shout sexually explicit insults in the street, stressing that such conduct, like violence, is prohibited under Armenia's Criminal Code.

Earlier, media outlets reported that Avet Konjoryan had repeatedly driven past the home of Nairi Hakobyan while shouting insults.

"Since law enforcement authorities were already dealing with the alleged assault, but not with the apparent hooliganism involving shouted insults, and because the alleged offender's brother is a high-ranking public official, creating a risk that law enforcement might overlook that aspect, we decided to file a report.

We must ensure that law enforcement applies the law equally to everyone who publicly shouts sexually explicit insults in the street, regardless of their status or that of their close relatives," the statement said.

The case involving Civil Contract member Avet Konjoryan will also undergo an internal disciplinary and ethical review within the party. This was announced by Arsen Torosyan, a member of the party's executive board and Armenia's Minister of Labor and Social Affairs, in comments to reporters before a party board meeting, according to Sputnik Armenia.

"We have institutions within the party that have operated and continue to operate. Unfortunately, there have been cases where people were expelled from the party for various reasons. When decisions are made on our part, they will become public," Torosyan said.

According to him, two separate processes should take place at this stage: one to provide a criminal law assessment of the incident and, if responsibility is established, hold those responsible accountable; the other to assess compliance with the party's disciplinary and ethical standards.

Commenting on whether Hayk Konjoryan, who has been nominated for the post of Deputy Speaker of the National Assembly, could bear any responsibility because of the incident involving his brother, Torosyan said he did not consider such a question appropriate. In his view, family ties or sharing the same surname cannot create a presumption of guilt.

The minister stressed that he considers any form of violence, as well as any violation of the party's code of ethics, unacceptable, adding that appropriate decisions would be made if any such violations were confirmed.

On July 27, it became known that Avet Konjoryan, the brother of Civil Contract parliamentary faction leader Hayk Konjoryan, had been assaulted. Media reports said that Babken Hovakimyan, director of the Million Mining company, family driver Robert Sargsyan, Nairi Hakobyan, a member of the Abovyan municipal council, a man known by the nickname "Ellari Sako," Grisha Grigoryan, a friend of Hovakimyan, and Azat Shahoyan allegedly attacked him near the entrance to his apartment building in Abovyan.

According to media reports, before the assault Avet Konjoryan had repeatedly driven past Nairi Hakobyan's house while shouting sexually explicit insults. Makaryan News published a video which it said showed Konjoryan, accompanied by a police patrol vehicle, driving past Hakobyan's home while shouting sexually explicit insults.
