CE WORKING OUT NEW CONVENTION ON ASSISTANCE TO CONFLICT SETTLEMENT BETWEEN CENTRAL AUTHORITIES AND AUTONOMIES
The Council of Europe works out a new conception on assistance to the process of the regional and national conflicts settlement in the CE member-states. The initiative of this document belongs to member of PACE commission for political issues, Swiss deputy Andreas Gross. He presented the new principle of the regional autonomy within the country, allowing constructive regulation of contradictions available between the central authorities and the autonomic regions. As reported to "Arminfo" agency in the CE press office, in his interview Andreas Gross emphasized the necessity of determining obligations between the central authorities and the autonomies. Self-governed regions should take full participation in the settlement of various issues on the level with the national standard. Besides, the state structures of the autonomy should have more representatives than their population demands. In the deputy's words, it is necessary to specify the mechanisms and rules for settling conflict available between the self-governed regions and the central states. Both political and juridical figures should account for the conflict settlement, and the regional self-government should be fixed in and guaranteed by the State Constitution. Andreas Gross worked out 25 factors, which are possible to influence the success of the regional self-government. Particularly, the autonomies should not be very poor or very rich in comparison to the national economy. Besides, all the parties to conflict should be really willing its peaceful settlement, at the same time the international influence upon the regional conflicts settlement should not be excessive, he emphasized.
