Sergey Kapinos: Constitution must serve as guideline of social values

PanARMENIAN.Net - Collection of comments to RA Constitution promotes comprehensibility of Constitution for common citizens, head of OSCE Yerevan Office, Ambassador Sergey Kapinos stated.

As he emphasized at the presentation of the collection of scientific and practical comments to RA Constitution, “In any country, the Constitution must serve as guideline of social values. Armenia is already undertaking steps in that direction.”

“People’s trust for authorities starts with judicial system, any failures in its operation causing negative public reaction,” the Ambassador stated. “Supremacy of law is one of the main OSCE principles, allowing for solution of the mist complicated tasks, including modernization.”

As he added, modernization depends both on effective governance system and trust of foreign investors. “Effective judicial system will promote foreign capital attraction to Armenia, which, in turn, will serve as a material resource for modernization,” head of OSCE Yerevan Office emphasized.
