New Times party offers introduction of liability for non-participation in elections in Armenia

Leader of opposition New Times party Aram Karapetyan offered to publish the lists of those who participated in elections and introduce liability for non-participation in elections.

“This will deprive them [the authorities] of 1,000,000 votes of those people who are not in Armenia currently,” Karapetyan told a press conference in Yerevan.

According to him, many democratic countries – Australia, Belgium, San Marino - have established a similar liability.

Karapetyan also criticized the parties’ right envisaged under the new Electoral Code to conduct video recording of election process.

Karapetyan said that electoral commissions should do it, adding that none of Armenia’s parties will be able to provide its representatives by 2,000 video cameras – the current number of polling stations.

Member of the Republican Party of Armenia parliamentary group Hovhannes Sahakyan said for his part that the Venice Commission assessed negatively the publication of lists of those who participated in elections.

Sahakyan added that various opposition forces have different approaches and suggestions to the new Electoral Code. He urged them to formulate a common package of suggestions and submit it to the authorities.
