The Foreign Minister of NKR Naira Melkumian said at a press conference in Stepanakert that the accession of Armenia and Azerbaijan to the Council of Europe will positively influence the Karabakh settlement process, "as Azerbaijan has also to admit the priority of human and peoples' rights".As the correspondent of Mediamax reports from Stepanakert, Melkumian named Azerbaijan's accession to CE a great concession by the world community because Azerbaijan is still " a totalitarian state".
