THE RUSSIAN LAWYER SUGGESTS ESTABLISHING IN RNK AN INSTITUTE AUTHORIZED FOR HUMAN RIGHTS

PanARMENIAN.Net - 11.07.2000, MEDIAMAX, YEREVAN. The vice-president of the Congress of national associations of Russia, the member of the Expert Council at the Human rights commissioner in RF, lawyer and public figure Antuan Arakelian was in RNK for a business visit.

As the correspondent of MEDIAMAX in RNK reports, Arakelian declared at the press conference in Stepanakert that certain limitations of freedom of speech are natural in wartime and are stipulated by the formed situation. At the same time he noted that clear determination of these limitations with regard for the principles of the Universal declaration of human rights, as well as the mechanisms of effective control by public and legal organizations are necessary.

Touching upon the problems of the search and exchange of the war captives and hostages, A. Arakelian, who had once been kidnapped by Chechen militaries and had escaped later, spoke for the necessity of close cooperation of all the regional legal organizations in this humanitarian sphere. In his opinion, the establishing of an institute authorized for human rights in Armenia and Nagorno Karabakh would settle all these problems effectively. -0-
