REFERENDUM ON KARABAKH SETTLEMENT PROPOSALS CAN BE HELD ONLY AFTER TALKS, ARMENIAN PRESIDENT SUPPOSES
A referendum on the proposals over settlement of the Nagorno Karabakh conflict can be held only after talks are completed, Armenian President Robert Kocharian said in an interview with "Golos Armenii" newspaper. He reminded that technology of settlement of such complex issues provide for confidentiality of the negotiation process. In the President's words, all conflicts, solved more or less successfully, have passed through confidentiality of the settlement process for the solution not to be sacrificed to current political processes. "I think it is right," he said. As of R. Kocharian's personal attitude to the referendum, in his words, the nation-wide vote may be held or not - depending on what the final decision will be and which type of a consensus will be reached over that decision within the country. "If too many political items are negatively disposed towards the decision, it would be more correct to hold a referendum, as the decision passed that way will be more legitimate and lasting," he noted.
