CONTRADICTORY OPINIONS EXPRESSED IN BAKU OVER FATE OF MURDERER OF ARMENIAN OFFICER IN BUDAPEST
The Defense Ministry of Azerbaijan is taking all necessary measures to return Senior Lieutenant Ramil Safarov to the fatherland, Azeri Defense Minister Safar Abiyev stated in Baku today. "We intend to defend our officer," he said, adding, "R. Safarov will return to Baku." Meanwhile, Chief of the Department of International Cooperation of the Ministry of Justice of Azerbaijan Zaver Gafarov assures, it is impossible due to absence of criminal prosecution against him in Azerbaijan. In Gafarov's words, Zerkalo Baku newspaper reports, in compliance with the 1957 European Convention on extradition of criminals, the Hungarian authorities could deliver R. Safarov up only if the Azeri party had announced search for him after he committed the crime. In the future, in compliance with the European Convention on Extradition of Condemned People, the Ministry of Justice can address the Hungarian authorities a request to deliver Safarov up - to serve his sentence in Azerbaijan, Gafarov noted. In his opinion, now based on the 1962 Vienna Convention on Consular Relations the Azeri party can only provide consular protection to its citizen in Hungary.
