COUNCIL OF EUROPE’S SANCTIONS AGAINST AZERBAIJAN POSSIBLE ALREADY IN FALL

The report of the PACE monitoring committee on Azerbaijan will be published in October.

The visit of the Council of Europe Parliamentary Assembly co-reporters on Azerbaijan to Baku has finished. The representatives of the supreme power of the country refused to receive Andreas Gross and Martinez Casan as they promised. So, the official Baku is loyal to its policy of confrontation with the European structures that are not satisfied with the process of fulfillment of obligations assumed by Azerbaijan.
PanARMENIAN.Net - The demarche of the authorities was aggravated more with the negative attitude of reporters that gathered enough information on serious problems in the sphere of human rights at the meetings with right defenders and representatives of nongovernmental organizations. There is every reason to be sure that the monitoring group report will be more than inappropriate for the Baku authorities. Many people in Azerbaijan share this opinion. “Echo” newspaper issued in Baku states “the PACE Azeri delegation members now have to think out an explanation for the strict tone used in the report. Pro-Armenian angle of the Gross’s attitude that is based on only that he was the aide of a deputy-Armenian once has already suffered erosion and cannot be taken with understanding by citizens. How many times can the failures in the foreign policy be justified with the influence of the Armenian Diaspora?” It should be also added that Ilham Aliyev, creating the myth on the Gross’s devotion to the ex-chief-Armenian, was not so kind as to give proofs to the authenticity of the legend created by him. According to our information, Gross really worked as an aide of Swiss parliamentary deputy Victor Rufi. Rufi, ethnic Jew has taken the information about his Armenian origin with surprise.

Azeris’ illusion of that through peculiar “action of disobedience”, it is possible to mitigate the attitude of the Council of Europe demanding urgent release of political prisoners is completely dispelled now. The PACE leaders have quite sharply spoke on the demarche, making it clear that there is no point for Azerbaijan’s hope for Andreas Gross’s removal. The proof that exactly Gross has the key role in the monitoring group on Azerbaijan was evident during the visit. Gross’s colleague Martinez Kasan that is considered more loyal politician to Azerbaijan in Baku in fact remained aloof. His participation in the meetings in Baku was only symbolic. Commenting on the meeting with the co-reporters, Azeri Democratic Party secretary general Sardar Jalaloghlu said: “There was Gross, his aide and another man wearing glasses”. The silent man wearing glasses was Kasan.

The document stating conclusions of the reporters is planned to be issued in October. This means serious problems with the pressure of the Council of Europe are expected in Azerbaijan. The issue on imposition of sanctions against Azerbaijan will again become urgent.
