AZERBAIJAN – COUNTRY WITH EASTERN DESPOTISM,- Well-known Russian Human Rights Expert Sergey Kovalev says. Probably, nobody doubts that Ilham Aliyev will be the next President of Azerbaijan as a result of Presidential elections. Authorities of Baku will hardly take into account the protests of Azerbaijani opposition and the indignation of the world community concerning the non-democratic process of the elections. Well-known Russian human rights expert, Deputy of Russian Parliament, member of the delegation of Russia in the Parliament Assembly of the Council of Europe Sergey Kovalev characterized the order being formed in Azerbaijan as an "Eastern Democracy". October 6, 2003 PanARMENIAN.Net - "The processes taking place in Azerbaijan are shameful from the viewpoint of the unwritten ethical norms used in the civilized countries," Sergey Kovalev said recently. According to him, Russia also has to be responsible for the fact that a totalitarian system of governance as it has always shown a moral assistance to Heydar Aliyev, former dissident representing the faction of "Union of Right Forces" in the Russian Parliament says. However, besides Russia, there are other structures that do not follow any principles concerning Azerbaijan. Kovalev believes that the Parliament Assembly of the Council of Europe also was indifferent in this issue. They did not insist on including the issue of situation in Azerbaijan in the agenda of the PACE session. "Instead of discussing the pre election situation in Azerbaijan, the PACE decides to postpone the discussion of the issue for a period after the presidential elections." "In the issues that need harshness, the Council of Europe and other European organizations make compromises. We become witnesses of priority of political interests or political expediency which is a serious inclination from fundamental principles of Council of Europe", Sergey Kovalev notes. Azerbaijan that has proclaimed commitment to European values, according to Kovalev, is in reality a country with authoritarian system. "If the regime of the country is authoritarian, it should be announced officially," he says urging the authorities of Baku to stop lying to the world community. "From the legal point of view, the situation in Azerbaijan is totally inadmissible. If the President is capable, why doesn't he lead the country? And if he is not capable, why doesn't he give his post to another one? Instead, he appoints his son Prime Minister and than the inheritor of the power. Such things can not happen in a democratic country," Sergey Kovalev concludes. It is difficult not to agree with him...
