Armenia will pass its way to Europe

PanARMENIAN.Net - The system of European values is close for Armenia and the cooperation plan with the EU in the framework of the European Neighborhood Policy can perform a serious influence on both the situation in Armenia and the whole region. Chairman of European Integration NGO, political scientist Karen Bekarian comments to PanARMENIAN.Net on Armenia's possible expectations in case of successful implementation of the program.
What Armenia will get from realization of the Action Plan in the framework of the European Neighborhood Policy?

A rather wrong imagination has been established in the Armenian society concerning the Action Plan of the European Neighborhood Policy. The majority thinks that it is the next grant like Millenium. The Action Plan in the framework of the European Neighborhood Policy is a political cooperation to a greater extent, and then economic. The Action Plan is a policy of real way to European integration, and less of all it is next statements of declarative character. In this sphere the EU works with 17 states in individual format, including with Southern Caucasian countries. At the beginning the states of Southern Caucasus were viewed as something whole, Such an approach was performed during the first years of independence. But then they confessed that such an approach is not correct, it is very subjective, and in case of such approach there is no healthy competition. In other words, a strong country drags along a weak country. Currently the European Union works on a concrete program aimed at separate countries. Yes, they have their interests but we also can push forward our own interests. This is on political ground. As to economic aspect of cooperation Armenia's commodity circulation with Europe is on the first place, then come the CIS countries and then Russia. "Our main trade partner is Europe. But there is no legal field, the legislation is unregulated. And most probably the next step of the program will exactly be the process of bringing the legislation and legal norms to a whole. There is one more thing, a very important circumstance. Unfortunately, we do not have common borders and it slows down the integration process to some extent. But I think Armenia will pass its way to Europe. We should stress one more thing, a very significant circumstance: the EU Action program on any account does not suppose compulsory EU membership at the end. These are quite different things, and those people, who join them together, are walking through wrong way and they disorient the society.

There are different views on Turkey's possible accession to the European Union in Armenia. What do you think, what consequences will it have for us?

Turkey must be a European Union member state. It is much talked about that in this case we will have common borders with Europe, we will have a predictable state. But in this case, when Turkey fulfills its all obligations in front of the European Union, which is not a matter of several years, it is a long process. Turkey needs to integrate the European society and share European values. Turkey is a very large country and it is more difficult for Turkey to do that than for Armenia. A tiny and mono-ethnic country like Armenia has more chances for integration than a large one. The EU is going to accept Albania and on the example of this Muslim country to see what the European Union will get from its membership, that is, how the Islamic state will behave after getting 'veto' power in Europe.

What Armenia will benefit from adoption of the Armenian Genocide resolution in the U.S. Congress?

There are no 'good uncles' anywhere, neither in U.S.A. nor in Russia and the EU. Everything is being done proceeding from own interests. But the "European family" has an existing structure of values. When the union steps aside from it, it loses. In due time there were two reports on Armenia: one of Ezhi Yaskernia and the other of David Atkinson, they categorically contradicted to each other. When such things happen the society stops to rely on them. In this regard it is very instructive the example of France, which by adopting the bill one more time reminded the world where the cradle of democracy is. The Armenian Genocide issue is touched when a certain country wants to push forward its own interests and it is not very good for Armenia. But if we want our interests to be heard and taken into account too we must clearly fulfill our obligations.
