PAUL GOBLE: AZERBAIJAN ONLY SEEMS POWERFUL STATE

PanARMENIAN.Net - Statements of official Baku that the conflict with Armenia does not allow Azerbaijan to properly conduct democratic reforms are groundless, well-known US political scientist Paul Goble said in his interview to Voice of America broadcasting station. In his words, the "threats from outside are often used as an artificial reason inhibiting the formation of a jural state". As reported by Rosbalt agency, the troubling factor, in Goble's words, is that Azerbaijan has not become a jural state yet, as the country still lacks institutions of civil society, and the elections held there are not fee and just. Absence of stable state institutions, presence of corruption, problems with democracy negatively influence upon Azerbaijan's development, P. Goble noted, adding that today Azerbaijan only seems to be a powerful state.
