CIS TO HAVE ITS OWN NATO

PanARMENIAN.Net - The recurrent 6-th sitting of the Committee of the Security Council secretaries of the Treaty on Collective Security (TCS) participant states opened in Moscow today. As reported by "Vremya Novostey" Moscow newspaper, the main issue at it will be preparation of documents for transforming the TCS into an Organization of the Treaty on Collective Security (OTCS). As specified by deputy secretary of the Russian Security Council Oleg Chernov, the need for the changes is conditioned partly by the fact that domestic legislation of the TCS countries not always lets efficiently respond to the participants' needs. While within the TCS in case of threat to one of the parties compulsory consultations are provided for, an item of the treaty binding to render military aid will come into effect in case of OTCS. By analogy with article 5 of the NATO essential document, the TCS will be finally reformed into the OTCS at a session of the Council of Collective Security in Dushanbe April 28. A new subject of the international law will appear as a result - a comprehensive military and political organization, entitled to perform legislative, law-enforcement and executive functions in the international cooperation arena, conclude various agreements and have diplomatic relations with any international organizations. Let us note that secretary of the Security Council under the Armenian president, defense minister Serge Sargsian left for Moscow to participate in the TCS sitting.
